997 sightings, mostly females with cubs
According to ikon.mn, preliminary reports from local authorities and protected-area administrations as of October 13 put the number of bear sightings in populated areas at 997. More than 80 percent of the bears were cubs or females with cubs, although sightings of adult bears have risen in recent days. A map published by ikon.mn shows the most cases in Khentii (254), Darkhan-Uul (110), Khuvsgul (109) and Selenge (109) provinces, with 251 cases recorded by protected-area administrations.
38 permits, 20 bears removed
Under the Law on Fauna and the Law on Permits, authorities issued permits to manage 38 brown bears under police supervision, for research and to prevent harm to people and businesses. Twenty of those bears have been removed so far. The report noted that people who kill a bear out of necessity to protect themselves or others are not held criminally liable.
The government has decided to buy tranquilliser guns and darts and has started procurement, but none have been bought yet. Officials authorised to use firearms are working with licensed hunters, and a bear census using modern technology is being planned. Working groups and round-the-clock response teams have been set up in affected areas, with warnings sent to residents through the E-Mongolia system.
