Imagine checking your bank account and feeling relieved because you still have money left. But then you remember the unpaid electricity bill, the school fees due next week, and the loan payment coming at the end of the month. Suddenly, the picture looks very different.

Governments face a similar problem. A country may appear financially healthy if we only look at the cash it has today. But that balance may not show unpaid bills, aging roads and hospitals, pension promises, or long-term contracts. This is where accounting rules quietly become crucial.

Many governments still use cash accounting, which records money when it is received or paid. It is like checking your wallet: you know what came in, what went out, and how much is left. This is practical for managing day-to-day budgets, but incomplete. If a family uses electricity in October but pays in November, cash accounting records the cost only in November. Meantime, the unpaid bill is easy to miss. Government accounts can similarly leave out obligations and the gradual wear and tear of public assets such as roads, schools, and hospitals.

Accrual accounting takes a wider view. It records costs when they happen, not only when cash changes hands. The electricity cost appears in October, when the power was used, even if payment comes later. For governments, this means reporting assets, unpaid bills, and other obligations alongside income and costs. It also helps reveal financial risks that could affect future budgets, giving citizens and decision-makers a clearer view of public finances and their long-term fiscal sustainability.

So why don’t all governments use accrual accounting? One reason is that it requires clear standards, reliable systems, good data, and trained staff. In 2024, only 53 out of 169 jurisdictions globally reported using full accrual accounting. It is more common in higher-income economies, where systems and technical capacity are often stronger.

Why this matters for developing countries

Governments in developing countries face competing demands: improving services, maintaining infrastructure, mitigating disaster risks, and managing debt with limited resources. Knowing today’s cash balance is not enough. Leaders and citizens also need to see the costs building up in the background, including unpaid bills, deteriorating assets, and future commitments. Stronger accounting rules help make these pressures visible before they become larger fiscal and service-delivery problems.

Clear accounting rules make it easier to see how public money is managed, what obligations are building up.

Reform takes time. Governments need reliable systems, trained staff, better data, and a realistic plan. Some may start by reporting major assets and unpaid bills, gradually expanding to more complex areas such as pensions and long-term contracts. Done well, the shift supports better decisions; rushed, it can create confusion.

Five ways fuller accounts help

*Transparency of the real financial picture.*A government may have cash today while also owing money to contractors, promising pensions, or relying on roads and buildings that need repairs. If this information is not included in reports, public finances can look healthier than they are. A complete financial picture should show not only what governments owe, but also what they own and the resources available for public services.

Better decisions. Complete financial information helps policymakers plan more realistically for services and infrastructure that need funding over many years. For example, understanding the cost of maintaining roads, schools, and hospitals can help governments budget for repairs before problems become expensive emergencies.

Stronger accountability. Clear accounting rules make it easier to see how public money is managed, what obligations are building up, and whether today’s decisions are creating costs for future budgets to carry. When governments sign long-term infrastructure contracts, reporting should make the commitments linked to that decision visible.

More public trust. Clear, timely, and complete reports help people understand government choices. Showing spending, unpaid bills, and future commitments makes public finances less mysterious and helps citizens see how resources are managed.

Making every resource count. Information about public assets helps governments make better use of what they already have. Knowing what assets they own, their condition, and whether they are being used effectively can support realistic budgets, avoid waste, and direct limited resources to where they can make the biggest difference.

Accounting rules are not just technical details for accountants. They shape what is visible, what is questioned, and what decisions are made. When governments report the full picture, including cash, assets, liabilities, and long-term commitments, public finances become easier to understand and harder to ignore. What is hidden in the accounts today may mean fewer schools, poorer roads, and a heavier burden on citizens tomorrow.
