B. Enkhbayar rejects Kh. Nyambaatar's coal-hearing claim as "an outright lie"

B. Enkhbayar, head of Mongolia's Cabinet Secretariat, today (November 1, 2026) rejected a claim about the 2023 coal hearing made by former Ulaanbaatar governor Kh. Nyambaatar, calling it "an outright lie and slander".

What Nyambaatar said

Nyambaatar, who has been charged in a corruption and abuse-of-office case and is in Canada, livestreamed yesterday (October 31) and demanded that President U. Khurelsukh resign. According to UBN.mn, he said that after Lunar New Year 2023 the President had firmly warned him and B. Enkhbayar not to raise Golomt at the coal hearing. He said he was Minister of Justice and Home Affairs at the time and that Enkhbayar chaired parliament's Standing Committee on Legal Affairs.

Enkhbayar's response

On X and in comments to UBN.mn, Enkhbayar set out the following points:

• Parliament set up the temporary committee investigating coal theft on July 7, 2023, and Nyambaatar was appointed its chair. At that point Enkhbayar was not even a member of the committee.
• After Nyambaatar became Ulaanbaatar governor in October 2023, parliament appointed Enkhbayar as committee chair on October 10, 2023.
• From January to March 2023, Enkhbayar was leading the Development Bank oversight hearings. The coal committee did not yet exist.
• The President gave no instruction, formal or informal, about the coal hearing. Enkhbayar did not brief the President, the Prime Minister or the Speaker in advance on the committee's inquiries or evidence.
• The coal offtake contracts and decisions made by Golomt's D. Bayasgalan were examined all day in the open hearing of December 21, 2023, which was broadcast live, and Bayasgalan took part himself.

Enkhbayar also said that after the coal hearing Nyambaatar had praised him as brave, and he urged Nyambaatar to come home.

Background

The Office of the President said on October 27 that Nyambaatar was spreading slander, and yesterday Nyambaatar demanded the President's resignation (egov.mn: https://www.egov.mn/mn/article/hnyambaatar-eronhiilogch-uhurelsuhiig-ogcrohyg-shaardazh-daraagiin-eronhiilogch-songogdson-odor-irne-gev). No authority has established Nyambaatar's accusations against the President, and the statements from both sides in this report reflect their own positions.
