Why Canberra Ranks First for Quality of Life

Canberra earns a perfect index score of 100, making it the highest-ranked city for Quality of Life in 2026. Oxford Economics attributes its performance to a combination of high salaries and relatively low income inequality, supported by the Australian capital’s concentration of stable, well-paying government jobs.

Canberra also performs well on life expectancy and benefits from a high number of recreation and cultural sites relative to its population. Interestingly, Canberra ranks only 45th in the overall Global Cities Index, showing how a city can excel in quality of life without ranking among the world’s top cities overall.

By region, Europe dominates the ranking, led by Bergen, Grenoble, Bern, and Oslo.

How U.S. Cities Perform

The United States dominates several measures of global city competitiveness, but its performance in quality of life tells a different story.

According to Oxford Economics, U.S. cities generally excel in Economics and Human Capital, while European cities tend to perform better in Quality of Life, Environment, and Governance.

New York, for example, ranks 1st overall but 86th for Quality of Life. Oxford Economics notes that high housing costs weigh on the city’s score, even as New York benefits from high incomes and strong access to recreation and cultural sites.

Why Some Cities Don’t Make the List

Some cities commonly associated with high livability fall outside the top 30, largely because of housing costs.

Copenhagen, for instance, ranks 18th overall but 160th for Quality of Life, with Oxford Economics pointing to limited and expensive housing as the main drag. The city performs much better in Governance, where it ranks first globally, as well as Environment and Economics.

Vancouver shows a similar gap, ranking 24th overall but 215th for Quality of Life. Exceptionally high housing expenditure weighs on its score despite its outdoor amenities and long life expectancy.
