There is a sharp drop after the top three recipients, with aid falling from Jordan’s $1.65 billion to less than $1 billion for every remaining country. Ethiopia ranks fourth at $920 million, followed by the Democratic Republic of the Congo at $750 million.
Seven African countries appear among the top 10 recipients, including Ethiopia, the Democratic Republic of the Congo, Nigeria, Sudan, Kenya, Mozambique, and Uganda. Several countries on the continent face significant levels of conflict and displacement.
Why Does Ukraine Receive So Much?
Russia’s 2022 invasion made Ukraine an unusually large recipient of U.S. assistance. According to the Council on Foreign Relations, aid has included weapons, intelligence, and economic and humanitarian support.
However, FY2025 disbursements do not necessarily represent aid newly approved that year. CFR notes that no significant new U.S. aid legislation was enacted in 2025, while previously appropriated assistance continued moving through the pipeline.
Supporters of continued assistance also cite U.S. defense production and broader burden-sharing among NATO allies as potential strategic benefits.
What Does Foreign Aid Accomplish?
Foreign assistance can fund everything from food and medicine to economic development and security programs. Advocates argue that it can help contain disease outbreaks, improve stability, develop trading partners, and advance U.S. diplomatic and security objectives. The U.S. also remains a major donor alongside other leading foreign-aid contributors.
Public support varies considerably by the purpose of the aid. A 2025 Pew Research Center survey found that 83% of U.S. adults supported providing medicine and medical supplies to developing countries and 78% supported providing food and clothing, compared with 39% who supported assistance to foreign militaries.
