First 300 MW advanced small modular nuclear reactor approved for construction in US

The Tennessee Valley Authority (TVA) has become the first American power utility authorized to build a commercial small modular reactor.

The US Nuclear Regulatory Commission (NRC) has granted a construction permit for Clinch River Unit 1. The project will deploy the BWRX-300 reactor, developed by GE Vernova Hitachi. The decision marks only the second advanced reactor construction permit ever granted in the country.

Although TVA has not set a date to break ground, the decision represents a turning point for American civilian nuclear energy.

The facility will sit near Oak Ridge, Tennessee, adjacent to the Department of Energy’s Oak Ridge National Laboratory. That location anchors the reactor inside an established hub of national nuclear research.

Shift toward industrial assembly

Conventional nuclear reactors are massive civil engineering projects. They are built entirely on-site over many years and generate upwards of 1,000 megawatts of electricity.

In contrast, small modular reactors (SMRs) represent a shift toward industrial assembly. The BWRX-300 can produce up to 300 megawatts, and its size is also smaller when compared to traditional nuclear units.

Their modular design allows major components to be built in factories and shipped to the site, which reduces construction time, cost, and complexity, explained TVA in a press release.

The reactor’s physics also rely on passive safety systems. These mechanisms automatically cool the reactor without human intervention or continuous external power. The design requires substantially less land and cooling water than older stations, allowing utilities to add capacity in gradual phases as demand rises.

Technical evaluation ahead of schedule

Beyond the reactor’s hardware, the timing of the permit is drawing attention across the nuclear sector.

The NRC completed its formal technical evaluation ahead of schedule. Historically, licensing reviews for new reactors in the United States have faced criticism for multi-year procedural delays.

“We appreciate the NRC’s leadership, transparency, and commitment to safe, effective nuclear development,” said Matt Rasmussen, TVA’s Chief Nuclear Officer.

Federal officials designed the Clinch River evaluation as a repeatable licensing pathway. Other domestic utilities seeking to deploy the BWRX-300 can now reference this permit. That framework will shorten engineering reviews and lower administrative barriers for upcoming projects nationwide.

Targeting round-the-clock power grids

Building an inaugural reactor design carries clear financial risk. To insulate its power consumers, TVA is negotiating cost-sharing agreements with commercial partners.

“Our priority is ensuring the people of the Valley do not shoulder the costs of first-of-a-kind technology that benefits the nation and world,” said Mike Skaggs, TVA Interim President and Chief Executive.

TVA leaders say these public-private agreements are essential to expand clean base-load power. As energy consumption climbs rapidly from data centers and artificial intelligence workloads, SMR deployments may provide the round-the-clock power grid operators need to sustain growth.

“Strategic partnerships enable shared responsibility, shared value, and shared progress as we deploy advanced nuclear infrastructure to meet our nation’s energy security and AI dominance goals,” concluded Skaggs.
