Ukraine struck military-linked industrial plants in the Russian cities of Yelets, in Lipetsk Oblast, and Berezniki, in Perm Krai, with missiles and drones on October 25, Current Time and the Kyiv Independent reported.

Lipetsk Governor Igor Artamonov said the industrial zone of Yelets had come under attack and urged residents to stay in shelters until the official all-clear. He later said a security guard at one enterprise had been killed and a female paramedic injured. The governor did not specify which facility was hit, but Ukrainian monitoring channels and open-source intelligence (OSINT) analysis by the independent Russian outlet ASTRA indicated that Ukrainian cruise missiles had targeted the Energiya plant.

Energiya is Russia's largest research and production enterprise for electrochemical power sources. It makes batteries for drones, air defence missile systems, aircraft and ships, and is under sanctions imposed by the United States, the European Union, the United Kingdom, Canada, Switzerland, Japan, Australia and Ukraine. According to the Kyiv Independent, the plant was previously attacked in May and July 2025 and in January 2026.

Earlier, Ukrainian monitoring channels reported that the Avisma titanium plant in Berezniki, Perm Krai, had been hit by drones. Perm Governor Dmitry Makhonin, without naming the facility, said it had suffered "minor" damage and five employees were injured, but it continued to operate normally. Avisma, more than 1,400 kilometres from the Ukrainian border, is part of the VSMPO-AVISMA corporation and makes products used in military aircraft, submarines, armoured vehicles and missile systems. It has been under US sanctions since 2023.

Current Time also reported that Ukrainian forces used cruise missiles to strike the Proton plant in Oryol on October 23; Oryol Governor Andrei Klychkov said the death toll from that attack had risen to four. Ukraine had not officially commented on the strikes in Yelets and Berezniki.
