The debate over accountability for the Nömrög fire, a Hong Kong court claim naming the Minister of Road and Transport Development, and an online shop owner's "green passport" drew the widest reach. 1. Nömrög fire: the accountability debate continues (new development)

Posts arguing that dismissing the border unit commander who let Mobicom staff into the Nömrög Strictly Protected Area is not enough spread furthest in this window. Lawyer Solongo Bayarsaikhan wrote that the leadership of the border protection agency, not an officer who follows orders, should be held responsible, and called on General J. Byambasüren, head of the General Authority for Border Protection, to resign. Hers was the most reposted post.

In a video published by UBN, Byambasüren said the head of the protected area administration had himself entered the zone to film a documentary, which is why no permit could be sought from it, and repeated that the border detachment's unit commander had issued the permit at Mobicom's request. The administration has not independently confirmed this. Meanwhile, iSee.mn reported that a Ministry of Environment and Climate Change working group will assess fire damage at nine points and use two helicopters from the National Emergency Management Agency to reach sites inaccessible by land. UBN reported that two aircraft carrying a nine-member team left for the area this morning.

2. Minister B. Delgersaikhan and a claim filed in a Hong Kong court

An investigative TV programme aired two days ago revived discussion on X of a dispute involving Minister of Road and Transport Development B. Delgersaikhan. According to UBN's summary, the daughter of Chinese investor Li Xiaoming said in the programme that Chinese backers raised a total of $1.89 billion in 2006–2013 for the mine and railway of Boldtömör Yeröö Gol LLC, but that loans were never repaid. Delgersaikhan has said he is being slandered and that he won three times at the Beijing arbitration court.

Mpress.mn and Inews.mn reported that a debt case, HCA2340/2025, was registered at the Hong Kong High Court in December 2025, naming Delgersaikhan as defendant and Hongkong Lung Ming Investment Holdings as plaintiff. The claim is for HK$444.87 million, about $57 million, and relates to a 2007 loan agreement and its guarantee, according to the outlets. It is a claim, and the court has not ruled.

3. An online shop owner's "green passport": Foreign Ministry responds

An online shop owner posted a photo of an official, or "green", passport on social media, and users criticised it, some tagging the foreign minister. The Ministry of Foreign Affairs told iKon.mn that a family member of the woman had worked at a Mongolian diplomatic mission abroad, and that the family received official passports under the rules at the time. Those passports expired in 2018, and no valid diplomatic or official passport is registered in their names. Under 2020 rules, official passports are collected when the holder returns from an official trip, the ministry said.

4. Slaughterhouse wastewater is disrupting Ulaanbaatar's new Central Treatment Plant

A LiveTV.mn report was widely shared. It said slaughterhouses and meat processors around Emeelt are discharging wastewater full of blood, fat and offal into the network and collection points without pre-treatment, disrupting the newly opened Central Treatment Plant. Ergelt.mn reported that a 2018 government resolution required such plants to install pre-treatment facilities by May 2019, but none in the Emeelt area has done so. The city's water utility USUG and other agencies inspected the area's plants on October 22–26.

5. Fuel and traffic: 13 roadside stations to change hours (new development)

At a briefing by the fuel emergency task force, Deputy Minister of Industry and Mineral Resources B. Mönkhtamir said 13 filling stations along main roads that add to congestion will change their opening and shift-change hours and dispense from all pumps at once. UBN also reported him saying that a cooperation agreement with South Korea will be signed this week to bring in AI-92, diesel and jet fuel via China. 6. Oyu Tolgoi dividend: the finance minister's latest comments (new development)

After the government withdrew its bill to spend 2 trillion tögrög of the dividend on infrastructure, Finance Minister Z. Mendsaikhan said the Oyu Tolgoi board had not yet made a final decision on paying the dividend but had indicated it would pay within 2027. He told LiveTV.mn that the plan to finish the ten aimag heating plants with the dividend fell away with the withdrawn bill, and that the CHP-6 project will go ahead as a public-private partnership. Israelis are voting today for the 120-seat Knesset.
