Trending on X among Mongolian users between 2:13 p.m. and about 6:16 p.m. on 8 November: the seven topics that drew the most engagement are ranked below. Sunday afternoon activity was relatively low, but Prime Minister N. Uchral’s response to the President on whether Oyu Tolgoi dividends should be paid out in cash drew the most discussion, and an e-petition to confiscate assets acquired through corruption crossed the 100,000-signature threshold. Topics from the previous 2 p.m. roundup are repeated only where there is a new development. Engagement figures are as of 18:21.

1. Prime Minister says parliament will decide whether Oyu Tolgoi dividends are paid in cash

Elch.mn, UBN and iToim.mn aired footage of Prime Minister N. Uchral responding to the President’s position on Oyu Tolgoi dividends at an “Ask the Prime Minister directly” meeting in Sainshand, Dornogovi aimag. According to these outlets, he said current law has no provision for distributing the dividends in cash, that because the President has stated his position, parliament will decide whether to pay them in cash, and that he is ready to transfer the money to citizens’ accounts if parliament passes a law, adding that he respects the views of both citizens and the President. iQ.mn reported that he mentioned a petition for cash payouts had passed 105,000 signatures.

On 3 November President U. Khurelsukh met the Prime Minister and the finance minister and instructed the government to draw up rules for transferring to citizens’ accounts the roughly 3 trillion togrog in dividends expected from Oyu Tolgoi in 2027, Ergelt.mn and Bloomberg TV Mongolia reported. The government had earlier planned to place the dividends in the Savings Fund.

Journalist G. Lkhagvadorj called the positions of the President and Prime Minister “a pre-arranged drama”, argued the aim was to hand out cash before an election, and demanded to first see documents confirming the 3 trillion togrog in dividends. That is his personal view. In a clip aired by Elch.mn, MP G. Luvsanjamts took the opposite view, saying “if cash is to be handed out, there is no need for a state.”

2. Petition to confiscate corruptly acquired assets passes 100,000 signatures (new development)

The public petition initiated by citizen B. Boldbaatar, calling for illegally acquired assets of public servants to be confiscated and for life imprisonment where the amount exceeds 100 million togrog, had 92,702 signatures at the time of the 2 p.m. roundup. By 6:20 p.m. parliament’s e-petition system showed 100,126 signatures and the status “supporter threshold reached”. Signature collection closes at 11:02 p.m. today. According to LiveTV.mn, a petition backed by more than 100,000 people is considered by parliament’s Standing Committee on Petitions.

Earlier in the afternoon users urged others to sign, noting it was “9,000 signatures short”. MP M. Enkhtsetseg then posted that it had reached 100,000 and said parliament must discuss it and turn it into real law. That is her position. Read more in the standalone article.

3. Post says report on China’s overseas “liaison points” marks Mongolia

Economist R. Davaadorj wrote that a new report by human rights group Safeguard Defenders lists 1,247 liaison points linked to 74 Chinese party and state bodies in at least 91 countries, and that its map marks Mongolia among countries with named points. He said this alone does not prove a secret police station operates in Mongolia, but that the relevant authorities should verify the information. The Taipei Times and CNA reported that the report, “A Formula for Repression”, was presented at an IPAC summit in The Hague in early November. Those outlets did not give a figure for Mongolia.
